DHCPsrv for Windows.

The appliction DHCPsrv seems to be an excellent DHCP server appliction for Windows computers.

Some of the features are:

Run as a service or in the system tray
Binding to one or more NIC's
Allowing certain NICs to obtain addresses otherwise ignore requests
All the usual IP settings
Supports up to 10 GW, DNS and WINS addresses
